Studying a project requires mobilising architects and technical and environmental consultancies. Data centers, which provide the storage, processing and massive distribution of information, require considerable investment, both for the initial construction and equipment and for maintenance, technological upgrades and the physical and logical security of the installations.

The initial cost of a data center results from the combination of several expenditure items: land acquisition, building fit-out, cooling and power supply systems, and the purchase of cutting-edge IT equipment (servers, backup devices, firewalls, routers, switches). Robustness and redundancy are often paramount, requiring the multiplication of energy sources and the provision of backup installations to ensure permanent availability of services.

This complexity requires very substantial study costs to ensure the feasibility of a project. The electrical connection also requires heavy investment in the upstream phase of the project, in order to anticipate long implementation times and guarantee electrical availability for operation when the site is commissioned.
